Judy you should have banned Rupert Murdoch when you had the chance or Sir Mark Oliphant who helped develop your nuclear weapons.
But banning Howard Florey who developed and produce penicillin in the US would have been a mistake for humanity.

The Diabolical is not that difficult after all,by using the Unresolvable Rectangle:
1. Unique possibilities to 41. Note locked 6s @ abc7 and locked 3s @ ghi3.
2. Whether i3=5,i2=4=h6;OR c3=5;a6<>4 or else 46UR @ bc17.UP81.

Sorry, sotir there is a mistake.The 2 fives on your list should be separated by two zeros: ......500528....

After I revised,realized that the puzzle must be:
SE=7.2
82.4.......3...4.....2.3.5..528.1..6.........6..9.751..1.7.8.....7.9.1.......5.28
(not 5.528, but 5..528)
