Quite tricky. I was about to give up at UP25, but then....

1) The dual 13-choice in f7 is resolved as follows: If f7=1, then a7=1, f8=8, f3=7=a1=b5, so in the left center region 2 and 3 should both go into b6. Therefore f7=3. UP 51.
