I wonder if it doesn't show the founding of the Cathedral? That kneeling bishop and clergy are focussing on what looks like a layman with a sword and possibly a model of either the building or the shrine of the 3 Kings.

I have no idea what the glass means. If I remember correctly when looking at the alter this panel was one of 3 or 4 in a group on the left side of the church. The other picture I took is not part of the ones on Ian's web site.
