Susan from Ingham re the Sydney STOP sign with three black dots. This indicates if the lights are not working(ie 'blacked out'), the STOP sign then applies at that inte4rsection.

Susan from Ingham - The 'STOP' sign with the black dots means that when the traffic lights are out, you should obey the 'STOP' sign otherwise go with the traffic lights.

Hope this makes sense to you!!
I think the three black dots represent dead traffic lights.

No, I am not American. I'm an Aussie through and through, a couple of generations. I had to look at what I wrote because it surprised me that I would have written 'Mom' but I did!! I don't remember ever writing it that way before...must be the American influence More...
