Was this taken in the US or Australia? If Australia, what does Wyoming mean?

There is a big old building in Washington DC that I thought this might be, but it's 1901 Wyoming Ave NW, not 1909, and it is huge, so there is no 1909. I guess, therefore, that this is a building built in 1909? If it is in Sydney, why would it be named for an American Indian tribe? or the state of Wyoming?

I googled!! There is indeed a Wyoming in NSW Australia in the area known as the Central Coast. The settler, Frederick Augustus Hely, named the area after the Wyoming Valley in Pennsylvania named after a poem Gertrude of Wyoming by Thomas Campbell. According to Wikipedia the state of Wyoming was also named after the poem (contentious?) but the Australian town was named before the US state.
