We had railroad tracks right across the parking lot where I used to work. a few miles to the west of us, the tracks changed from 4 wide to 3 wide. We often had trains sit by us all day long waiting for the clearance to proceed. That may be what happened with your train as well. Or they had a kid playing in the game! But then they'd have to explain to their bosses why they were stopped and/or delayed.
